Reservoirs planned vs flooding in MM

THE Rizal provincial government is constructing 62 small water-impounding reservoirs along the Marikina Watershed to help prevent upstream water from flowing onto low-lying areas in Rizal towns and parts of Metro Manila that may cause severe flooding.

Rizal Provincial Environment and Natural Resources Officer (PENRO) Raymundo Crisistomo told The Manila Times that these small dams, situated in the areas of Calawis in Antipolo, Angono and Pinugay in Baras, could hold substantial amount of water.

“Nag-start ang construction ng mga water-impounding reservoir noong early 2013,” Crisostomo said.

He said water and silt flowing from the hills are stored in the reservoirs, thus reducing the velocity of the flow of water and silt.

“Itong sobrang tubig at lupang rumaragasa mula sa kabundukan ang nakikita naming dahilan ng pagbabaw ng mga waterways dito sa Rizal, lalo na ng Marikina River [Excess upstream water are believed to have caused siltation in waterways in Rizal, especially along Marikina River],” he added.

He also said these reservoirs could serve as irrigation for some residents in the area
who usually tap the dams to water their crops.

“That is encouraged,” Crisostomo said.

When asked about the structural integrity of these small dams in case of an earthquake: “Matibay ang kapit ng semento at mga bato sa mga dam na ‘to [The materials used are strong and durable].”

He also said the mountain ranges of Rizal are quite far from the Marikina Valley fault line, the reference point for the occurrence of earthquakes in Metro Manila and nearby areas.

PENRO submits regular assessment reports to the Department of Environment and Natural Resources (DENR) to show the efficiency of these water-impounding reservoirs.

Besdies the 62water reservoirs, PENRO is also seeking help from DENR to revive the Caliwa Watershed in Tanay, which could hold almost 30 to 40 percent of water from Laguna de Bay. GHIO ONG
